[China Packaging Network News] Recently, the Chongqing Municipal Committee of the Chinese People's Political Consultative Conference took proactive steps to promote the widespread adoption of green-printed textbooks in primary and secondary schools. This initiative follows the release of a notice by three national departments—State Administration of Press and Publication, Ministry of Education, and Ministry of Ecology and Environment—entitled "Notice on Implementing Green Printing for Primary and Secondary School Textbooks."


Before this move in Chongqing, cities like Beijing and Shanghai, along with many provinces, had already fully implemented green printing for school textbooks.


While the push for green printing is gaining momentum at the national level, many private printers still lack awareness or have limited knowledge about the concept. Today, we’re here to explain what green printing really means and how it can benefit your business.


What is Green Printing Certification?


The green printing certification currently being discussed is based on China’s environmental protection standards. Specifically, it refers to the technical requirements outlined in HJ 2503-2011, issued by the Ministry of Ecology and Environment. This standard sets guidelines for environmentally labeled printing products, particularly for lithography.


According to official sources, the certification process evaluates several key aspects: the company’s management system, the environmental impact of its products, the sustainability of its production processes, and the accuracy of the materials submitted during the application.


In simpler terms, green printing requires companies to focus on energy efficiency, reduce emissions, and use eco-friendly materials such as recycled paper, non-toxic inks, and biodegradable adhesives. For instance, using soy-based ink instead of traditional petroleum-based ink helps reduce environmental harm, while white paper with fewer brighteners supports healthier printing practices. These measures not only protect human health but also contribute significantly to environmental preservation.


A qualified printing company can voluntarily apply for the green printing environmental label certification. The symbol for this certification is the “Ten Ring” mark, which signifies compliance with strict ecological standards.


How Does It Relate to a Company’s “Money Pass”?


To understand the value of the green printing certification for businesses, it’s important to recognize its official nature from the start.


This official status has two main implications:


First, certified companies may receive government support in the form of funding, policy preferences, and industrial incentives. This includes access to preferential policies and financial assistance for green projects.


Second, when the government purchases printed materials—such as textbooks, tickets, or official documents—it may prioritize companies that hold the green printing certification. These projects are often awarded to certified firms, creating a competitive edge in public procurement.


Once a company obtains the green printing environmental label certification, there are three major advantages that can boost its profitability:


First, it opens the door to government procurement and bidding opportunities. For example, the recent push for green printing in school textbooks, promoted by three national ministries, aims to achieve full coverage nationwide. Additionally, the Ministry of Ecology and Environment recently issued a notice encouraging the green printing of tickets and documents by the end of the “Twelfth Five-Year Plan.”


Second, it acts as a “pass” for exporting printed goods. Many countries impose non-tariff barriers, such as product standards and environmental regulations, to protect their domestic markets. Obtaining the green label helps overcome these barriers and increases the chances of securing international orders.


Third, it serves as a strong marketing tool. With the “National Green Certification” logo and eco-friendly packaging, green-printed products are more likely to attract environmentally conscious consumers.


Self-Assessment: What Are the Risks?


According to last year’s statistics, 389 printing companies in China have obtained the national green certification. Well-known companies like Zhonghua Printing and Xinhua Printing are among them. However, small and medium-sized printing businesses may be less enthusiastic due to various concerns.


First, the high cost of green printing is a major barrier. The equipment and materials required for green printing often exceed the capabilities of SMEs. Upgrading to eco-friendly technology and purchasing sustainable materials demands significant investment.


Second, there is a shortage of environmentally friendly raw materials, such as inks and dampening solutions. Although some large manufacturers produce compliant products, many smaller companies struggle to find affordable alternatives.


Finally, market underdevelopment remains an issue. Despite being the future of the industry, green printing products are still relatively expensive compared to conventional options, making them less competitive in price-sensitive markets.


Opportunities and risks go hand in hand. Printers must carefully evaluate their resources, network strength, and confidence before deciding to pursue green certification. Those who are bold and well-prepared should take the leap, while others may choose to build up their capacity gradually and wait for the right moment.
