[China Packaging Network News] Recently, the Chongqing Municipal Committee of the Chinese People's Political Consultative Conference took initiative to support the full implementation of green-printed textbooks in primary and secondary schools. They responded directly to the notice issued by three national departments — the State Administration of Press and Publication, the Ministry of Education, and the Ministry of Ecology and Environment — titled “Notice on Implementing Green Printing for Primary and Secondary School Textbooks.” This move reflects a growing national emphasis on sustainability in education. Before Chongqing took action, cities like Beijing and Shanghai, along with many provinces across China, had already fully adopted green printing for school textbooks. The trend is gaining momentum nationwide as environmental awareness rises among both policymakers and the public. While the government continues to push for green printing at the national level, some private printing companies still lack understanding or awareness of what it truly means. Today, we aim to clarify the concept of green printing certification and its significance for the industry. What exactly is green printing certification? It refers to a product certification based on China’s environmental protection standards, specifically the Technical Requirements for Environmental Labeling Products — Printing Part I: Lithography (HJ 2503-2011), issued by the Ministry of Ecology and Environment. This certification ensures that printing companies meet strict environmental criteria throughout their production process. According to official guidelines, the certification process involves evaluating several key aspects: company management practices, environmental behavior of the products, environmental management during production, and the accuracy of submitted documentation. In simpler terms, green printing requires companies to focus on energy efficiency, reduce emissions, and use eco-friendly materials such as recycled paper, soy-based inks, and non-toxic adhesives. For example, green paper is typically less bright and uses fewer chemical additives, while soy ink is biodegradable and safer for the environment. These choices not only protect human health but also contribute significantly to environmental conservation. A certified printing company can voluntarily apply for the green printing environmental label. The mark is commonly known as the “Ten Ring” symbol, representing compliance with national environmental standards. The connection between this certification and a company’s financial success is significant. The certification has an official nature, meaning that certified companies may receive preferential treatment from the government. For instance, they may be eligible for funding, policy support, and priority in government procurement projects. Moreover, when the government purchases printed materials such as textbooks, tickets, or official documents, it often mandates the use of green printing. This creates a direct link between certification and business opportunities. There are three main advantages to obtaining the green printing environmental label: First, it serves as an "admission ticket" for government contracts and bidding processes. With the push for green textbooks by the three ministries, certified companies are more likely to win these lucrative contracts. Second, it acts as a "pass" for exporting printed materials. As international trade barriers increasingly rely on non-tariff measures like environmental standards, having a green label can help printers access foreign markets more easily. Third, it allows companies to use a “green marketing” signboard. With the “National Green Certification” label, printed products become more appealing to environmentally conscious consumers. However, there are risks involved too. According to last year’s statistics, only 389 printing companies in China have obtained the national green certification. Many well-known firms, such as Zhonghua Printing and Xinhua Printing, are among them. But smaller companies often hesitate due to high costs, limited availability of eco-friendly materials, and market challenges. The initial investment in green equipment and materials can be substantial, especially for small and medium-sized enterprises. Additionally, there is a shortage of affordable, eco-friendly inks and adhesives in the market. Most available options are either expensive or not yet widely available. Lastly, the green printing market is still emerging, and high prices make it difficult for green products to compete with cheaper alternatives. Despite its long-term potential, the current market dynamics pose challenges. In conclusion, the decision to pursue green printing certification depends on a company’s resources, market position, and long-term vision. While the path is not without risks, the opportunities are equally promising. Companies that are confident and well-prepared should take the leap, while others may choose to wait and build up their capabilities over time.
