The company imported 1,099.478 tons of waste plastics in Australia in 2005, and imported 7,097.682 tons of waste plastics in Spain in 2006. The name of the product declared for inspection by the 报检 is "Plastic waste and scrap", the "Waste Import License", "Imported Waste Environmental Risk Report Form", "Imported Waste Registration Certificate", "Pre-shipment Inspection Certificate", etc. The main inspection certificate is complete. However, when Zengjiang Inspection and Quarantine Bureau law enforcement officers went to the Plastics Products Co., Ltd. to supervise the importation of "plastic waste and scrap", they found that the company's entry goods did not conform to the declared product name and were piled in the company's processing plant. About 600 tons of "plastic waste and scrap" are plastic beverage bottles that are in good condition. Imported goods are mixed with used plastic containers that exceed the limit of 0.01%. There is a large proportion of plastic bottles in the entry goods to the shore. After crushing, it does not conform to the declared "plastic waste and scrap" product name definition. The content of the trade contract provided by the procuratorial inspector did not comply with the relevant regulations, and the contract did not stipulate "conformity with the requirements of China's environmental protection control standards." The surface of the package is obviously contaminated. Some bottles contain residual jams or unknown liquids.
In view of the above situation, the inspection and quarantine department puts forward the following requirements for the company: the enterprise must comply with the relevant national regulations and standards for the import of waste plastics; a special site for sanitation and inspection shall be designated within the factory; the unloading terminal shall go through relevant formalities. The company has suspended the company's import of waste plastics before it was completely rectified and qualified by the inspection and quarantine department.
